I'm using the native torrent app on linux Mint, a Private VPN to tunnel
torrent data and iBlocklist Level 1 to filter out media companies IPs.

Worked great on ADSL but now on Cable its so slooowww, even with the
Cable Router in Modem mode, connected to a separate DSL Router to get
the VPN up.

Is the cable company throttling my VPN, which countries server is best
to set my tunnel plug hole, can anyone help please?

Ask your cable company if they allow proxy/VPN service (some may not).
Test without blocklist filter or try different VPN service(s).
Else... .Try to setup with just one router (not 2).
Use DHCP with static IPs set on router.
Setup so firewall pinhole=client port and try different ports.
