I have Prefs | Advanced | Run Program | Â…changes state=C:\Program
Files\pia_manager\privateinternetaccess.exe in hopes that uTorrent
will keep starting my VPN app.

But this seems like a really obvious separate feature of it's own: some
way to ensure that one's VPN app is up and running and also to Pause all
downloads if/when it discovers that the VPN app is no longer running.

Am I missing something? i.e. Is there some technical reason that
prevents this from being done.... or maybe is it already there in some
later version (I am on 3.43, having been burned by a later version)

Step 1) Install Linux;

2) Create a separate user to run the torrent client (rtorrent,
https://rakshasa.github.io/rtorrent/, is great for this as it
does not need X and so can be run in a screen or tmux session)

3) Configure the Linux firewall to block network packets to/from
the separate user defined in #2 above except when they
originate from the VPN virtual ethernet driver

4) Run the torrent client as the separate user created in #2

Done. If the VPN goes down, to the torrent software it will appear as
if the entire network went away. When the VPN comes back up, it will
appear to the torrent software as if the entire network reappeared.
